If you could do anything you want with no consequences for anyone, and anything you wanted to do was just about to fall into your hands, and no one would be affected. Would you do all those things you always wish for and want for and love for?

id do them because there're no consequences. meaning nothing bad comes out of it, not just that you dont get in trouble (thats how i interpreted it) That is, except those that are morally wrong.
